Built specifically around how IRS tax systems actually work
Novaris Tech Services is a minority-owned small business that has provided IT consulting to the IRS since 2017 — modernizing the legacy applications behind individual and business tax processing, securing systems that handle Federal Tax Information, and keeping filing-season operations running. We've spent over 200 man-years inside these systems; we're not learning IRS IT on your dime.
What we're built around
Company Snapshot
A consultancy built around one agency, not a federal IT wish list
Novaris Tech Services LLC was founded in September 2017 by a seasoned IT professional who had already spent more than fifteen years supporting the IRS's effort to modernize its legacy, flat-file-based Tax Processing systems. That's still the company's center of gravity: the applications and data structures — IMF, BMF, CADE2 — that individual and business tax processing has run on for decades, and the modernization programs built to replace them.
Since then we've brought more than 200 man-years of IRS subject-matter expertise to the table across Analysis and Design, Development, Database Administration, and Testing and Integration — including technical leadership work during the IRS's implementation of the 2020 CARES Act and the 2021 American Rescue Plan Act, when tax processing systems had to absorb emergency stimulus provisions on a compressed timeline.
Eleven capabilities, one agency
Every service below is scoped to what it takes to run and modernize IRS tax processing systems — not a generic federal IT capabilities list.
IBM Mainframe & DB2 Database Administration
We support IBM mainframe environments and DB2 database administration directly, and re-platform COBOL and mainframe-based processing applications toward modern architectures without disrupting filing-season operations — using dependency mapping, incremental migration, and parallel-run validation against legacy output before cutover.
Identity, Access & Authentication
We design and integrate identity-proofing and authentication workflows for taxpayer-facing portals and internal case systems — MFA, identity-verification integrations, and role-based access control aligned to NIST 800-63 digital identity guidelines.
Cybersecurity & ATO Support
We prepare and maintain Authority to Operate packages under the Risk Management Framework, run NIST 800-53 Rev. 5 control assessments, build continuous-monitoring dashboards, and track POA&M remediation for systems handling Federal Tax Information.
Data Engineering & Fraud Analytics
We build data pipelines and analytics models that help fraud and compliance teams flag anomalous filing patterns, reconcile data across case-management and processing systems, and produce audit-ready reporting.
Cloud Engineering & DevSecOps
We stand up CI/CD pipelines with embedded security scanning — SAST, DAST, container and IaC scanning — for teams migrating workloads to AWS GovCloud or Azure Government, with infrastructure-as-code templates built to FedRAMP Moderate/High baselines.
Test Automation & Quality Engineering
We build automated regression and load-testing frameworks for high-volume filing-season systems, so releases are validated against realistic transaction volumes before they reach production.
Independent Verification & Validation
We provide independent technical review of in-flight modernization programs — requirements traceability, architecture decisions, and test coverage — reporting findings directly to program leadership.
Section 508 & Accessibility Engineering
We test and remediate taxpayer-facing applications against Section 508 and WCAG 2.1 AA standards — screen-reader compatibility, keyboard navigation, and color contrast — and deliver documented VPATs.
Program & PMO Support
We provide Agile delivery support — sprint planning, backlog grooming, release management — for PMOs running mixed waterfall/Agile modernization programs, with EVM-aligned status reporting.
O&M & Sustainment Support
We provide tiered operations and maintenance support for production tax systems, including on-call incident response during peak filing season and root-cause analysis for recurring defects.
Staff Augmentation
We place cleared and public-trust-ready engineers directly into your team's structure and processes for as long as the task order requires — filling specific labor categories without a layer of account management overhead.
Over 200 man-years inside IRS tax processing
We don't come to IRS modernization work cold. Our team has been embedded in these systems for years — here's where.
Including our work supporting the IRS through the 2020 CARES Act and 2021 American Rescue Plan Act response, plus full registration details, core competencies, and NAICS codes.
The Novaris Method
A four-phase approach we run on every modernization or sustainment engagement, adapted to task-order scope but never skipped.
Assess
We start with a technical baseline — architecture reviews, dependency mapping, and control-gap assessments — so recommendations are grounded in how the system actually works today, not a generic maturity model.
Modernize
We move in increments. Legacy components are replaced behind stable interfaces using a strangler-fig pattern, with parallel-run validation so nothing breaks during filing season.
Secure
Security is built into every release — automated scanning in the pipeline, RMF documentation kept current, and control testing mapped directly to the system's ATO boundary.
Sustain
Once systems are live, we stay accountable for them — monitoring, incident response, and a defect backlog triaged every sprint, not just reviewed at contract renewal.
What 200+ man-years inside IRS systems actually buys you
We're not a generalist systems integrator learning tax administration on a task order. This is what that focus looks like in practice.
Trusted advisor, not vendor churn
Our relationship with IRS leadership on legacy systems and modernization has always been as a trusted advisor — not a staffing vendor cycling people through labor categories.
Deep IMF/BMF and CADE2 specialization
We specialize in legacy IMF/BMF Masterfile data structures and the test data management work that keeps modernization efforts validated against them.
Strategic partnerships that add bench depth
We team with Cruz Consulting LLC and independent specialists — including engineers with direct CADE2/IMF modernization experience and retired IRS personnel who know the legacy systems firsthand.
IV&V and quality assurance heritage
Independent verification and validation, and quality assurance, aren't an add-on service for us — they're a core competency built into how we deliver.
Where we stand as a federal contractor
Current registration and compliance posture. Contract vehicle and certification status is updated as it changes.
SAM.gov
Actively registered in the System for Award Management under Unique Entity ID EM6BVL2XKUB4.
Minority-Owned Small Business
Virginia LLC, incorporated 2017. NMSDC Minority Business Enterprise (MBE) certification is currently in progress.
IRS Publication 1075
Delivery practices designed around the safeguarding requirements for Federal Tax Information — background investigations, environment segregation, and audit logging.
NIST SP 800-53 Rev. 5
Security control assessment and continuous monitoring practices are mapped to the Risk Management Framework used across federal ATO packages.
Section 508 / WCAG 2.1 AA
Every taxpayer-facing deliverable is tested against Section 508 and WCAG 2.1 AA and shipped with a documented VPAT.
Suitability & Clearance Ready
We recruit clearance-eligible engineers and manage the public trust / suitability investigation process as part of onboarding for cleared task orders.
Questions program offices usually ask us
We hire for hard, unglamorous problems
Untangling twenty-year-old COBOL. Writing the RMF control narrative nobody wants to write. Debugging a batch job that only fails during peak season. If that's the kind of work you want, we'd like to hear from you.
Senior Mainframe Modernization Engineer
COBOL / JCL background, experience re-platforming batch processing systems to cloud-native architectures.
Cybersecurity Engineer, RMF / ATO
NIST 800-53 control assessment, POA&M management, and continuous monitoring for FTI-handling systems.
Data Engineer, Fraud & Compliance Analytics
Pipeline and model development supporting fraud detection and case-reconciliation reporting.
QA Automation Engineer
Regression and load-testing framework development for high-volume, filing-season-critical systems.
